Otherwise the scientists can give the shifters something to try and induce the transformation against the shifter's will....just like they can give the other species something like an injection or pill to induce their powers/abilities too. Like, they couldn't shift in their cell, etc. is that right? Right! They can TRY, but the collar would cause intense pain, and more then likely inject them with a sedative.	Oh!
